Congress and Complexity; the Economic and Civic Impact of Rules and Regulations

Rules and regulations are a feature of every modern society and economy. As our world grows more complex, the number
and scope of rules and regulations expands. The process of rulemaking has wide-ranging consequences; freedom of choice
is restricted, privilege is granted, civil liberties are curtailed, and businesses and consumers incur significant costs. In
response, whole industries spring up to help businesses avoid, comply with, or profit from new rules and regulations.
In this seminar Tom Ballou explains how rules and regulations are drafted and provides a framework for evaluating their
costs and benefits.
